win11 excel2016 移除KB5002903 .XLS文件

最近Windows 11安装KB5002903更新后造成 .XLS文件无法打开，而且Windows 11无法卸载KB5002903更新。请问有什么有效的解决办法吗？

1.透過 excel /safe 開檔案也一樣

2.透過 office 修復一樣不能開啟

3.移除再重安裝就可以正常

但受影響範圍人數很多，是否有其他方式可以做修復？
